To be clear: is that specific to Japanese in any way?
With the current version, I have

	character_set=UNICODE (UTF-8)

in my ~./lynxrc and view pags in Czech, for example.
So does Lynx have a bit of UTF support in itself,
just not covering the Japanese characters,
and that's what it wants iconv for?
