Really just decoder fixes for us:

* Fix integer overflow in progressive decoder
* Update OpenSSL API usage for compatiblility with newer versions (#9747)
* Prevent NULL dereference for single thread decoder (#9712)
2.11.4
* fix a typo in unicode commit (#9652)

Also drop -fcommon from 2021 as it builds without now.

More tests?
