this patch updates the program to 11.5 updated the download links as per website notice. removed the patch file for arm_neon as the newer version seems to make more sense than the patch.

Notice:
On April 28th 2024, the hiawatha-webserver.org domain will no longer be available. This website will move to hiawatha.leisink.net.

So links have been changed as per request.
