Hi, ports@:

     Here is a simple patch for www/p5-HTML-Parser to
update to 3.83. It build well and pass all tests on
amd64-current system.
     It is mainly a bug fix patch.
     Many ports depend on www/p5-HTML-Parser, I only
test 10 of these ports, no problem meet.
