I just tried on tdesktop-5.4.0 and I see that both camera and mic are
working inside Settings -> "Speakers and Camera".

I defently had used microphone on Telegram, but not sure about the camera,
and I have no idea about some kind of echo services, which can capture a few
seconds of call and play it back.

But without camera it defently works.
