That looks like the error you might get if you're running a binary
compiled with old Go compiler on recent OpenBSD. I wonder if you're not
running the correct version from a recent package.

What do you get from this?

$ type sojuctl
sojuctl is /usr/local/bin/sojuctl

$ ls -l /usr/local/bin/sojuctl
-rwxr-xr-x  1 root  bin  2404632 Aug 27 12:05 /usr/local/bin/sojuctl
