The purpose of MODCARGO_CRATES_KEEP is "I know what I am doing, I want
to compile and use the embedded libsqlite3 version".

It is expected to be an opt-in choice to avoid the use of ports tree
version.

So please don't advice to use it without checking why the embedded
version would be required instead of the ports tree version.
