update for devel/goreleaser to the latest version 2.3.0.
Changelog: https://github.com/goreleaser/goreleaser/releases/tag/v2.3.0

- update Makefile, modules.inc and distinfo for this version
- add a specific step for "test", inspired from task "test" (file Taskfile.yml in sources)

Build and tests OK on current/amd64 with Go 1.23.1. Some integrated tests fail due to lack of network and WRKSRC is not a Git repository.

Tests/comments welcome and please commit if OK.
