here's a port for fsspec that i need for geo/fiona tests
see https://filesystem-spec.readthedocs.io/en/latest/

i've kept the dependencies to a minimum, because the optional deps list
is .. huge:
https://github.com/fsspec/filesystem_spec/blob/master/pyproject.toml#L27

tests arent shipped either, so i think it warrants NO_TESTS.
