discussed offlist - not hugely but best avoided if possible.
scenario is:

- user has old apr installed,
- another port depending on apr is later updated in -stable,
so rebuilt with new apr
- user tries to pkg_add that other port,

they have a libapr that's too old for that other port and
need to update it as well. (that sort of thing is expected in
-current but not really in -stable).
