Here an update of devel/intellij and devel/pycharm to 2024.3.

I don't use pycharm and did only basic testing. Anyway, I use Intellij time
to time and it works fine with Scala and Java projects.

Additionally, I'd like to import devel/intellij-fsnotifier which is port for
https://gitlab.com/worthwhileit/bsd/fsnotifier which is used at FreeBSD.

I had used it for the last coupls of months, and it works well.

Due to the large size of diff (272kb) I sent it as attachment.

Feedback? Ok?
