new attempt now that graphics/volk is properly unconflicted, it should
be possible to import devel/libvolk.

runtime testing from actual SDR users welcome :)

the diff includes the patches for boost 1.87 so that at least this part
is also done.

oks to import welcome too.. sending gnuradio as a tarball, since the diff is
huge with all the patches removal. untar tarball at the root of the
portstree or mystuff, as it contains subdirs for devel/ and comms/.
