    NEW: multimedia/librist

From rist.tv:

librist is VideoLAN's implementation of the RIST protocol in C that
can be used with programs like ffmpeg and tsduck.

ffmpeg will need to be recompiled with RIST support with a configure
parameter.

The in-tree binaries for sending and receiving RIST streams gave me
trouble and I had to use TSDuck instead, but i'm not sure if this is
the programs themselves or my machine(s).
