A bit back the salt people switched to all-in-one for their provided 
packages (includes python and so on). This also includes the API, syndic, 
proxy modules so their base/requirements.txt includes everything too.
It depends on usage, not using API as example won't need tornado and 
aiohttp but the salt people made their life easy by just including 
everything.
Might not be helpful, I'm aware.
