FWIW, I can't replicate this on an upto date set of packages on one of the
machines this once failed on even after I delete libutf8proc. It could be
that, somehow, having libutf8proc installed once leaves something behind
but, perhaps, upgrading another package used in the build process solved
the problem.

Personally I would ignore my experience, and merge the port in. If there is
a dependency problem, dpb or whatnot will eventually shake it out.
