Tested on current/amd64. Compiled just fine.

cd /usr/ports/graphics/libplacebo/ ; patch -l -p0 -E < libplacebo.patch
cd /usr/ports/graphics/libplacebo/ ; make update clean && make distclean

Ran mpv in Xwayland on sway just fine. No problems I could find.

Postscript:
Sdl2 on OpenBSD explicitly disables wayland in tree now. Else I'd test
that too.

Let me know if you need some command run and/or logs for further testing
libplacebo.
