UPDATE: mpv 0.40.0
Turns out this has nothing to do with OpenBSD, the default gpu-api was
changed to vulkan for 0.40, vaapi under vulkan depends on a feature my
GPU doesn't support. Adding
gpu-api=opengl
to my mpv.conf fixed the issue.
