ah I know what this is - I updated it in -stable directly from the
version in -current which has IBT enforced because luajit was fixed for
this.

for a quick workaround, uninstall rspamd and reinstall the release
(rather than -stable) version:

PKG_PATH=http://ftp.openbsd.org/pub/OpenBSD/7.7/packages/`arch -s`/ pkg_add rspamd
(change to a mirror as appropriate; the key thing is specifying the full
dir so it avoids -stable packages).

I'll backport the luajit update so -stable packages will get that soon
and you'll be able to update again.
