As far as I can tell, we set PERMIT_*=No so as not to redistribute themes
without redistribute permission, but they were originally provided as
freeware downloads by the copyright holder.

But frankly I would remove this one.

(easily obtained by backing up a cartridge with readily available
equipment).

The difference here is the historicalsource repos containing the Infocom
games were never authorized by any copyright holder. Except for the Zork
repos that Microsoft just added MIT licenses to via pull request.
