Because of the default fbtab(5) file that only handles logins on
ttyC0.

If you login on ttyC1-3 only, then, unless you're root /dev/wskbd,
/dev/wsmouse, /dev/dri/card0 and /dev/dri/renderD128 which are all
needed for Wayland (and for X witthoud xenodm and without the setuid
bit) will not be accessible.
