Hello ports@,

another new hamradio-related port. This is a tool to train callsign copy
in CW (Morse code), somehow similar to the popular (and closed-source)
RufzXP.

DESCR below:

qrq is an open source Morse telegraphy trainer which runs on several
operating systems (Linux, Unix, OS X and Windows), similar to the
classic DOS version of Rufz by DL4MM.

This tool is not intended for learning telegraphy (check out
https://lcwo.net for that!), but to improve the ability to copy
callsigns at high speeds, as needed for example for contesting or
for High-Speed Telegraphy (HST) competitions.

Flavors:
        oss     - build with OSS support (default)
        pulse   - build with pulseaudio support

I took the logic to select the (mutually exclusive) flavors from
editors/vim. The -oss flavor is selected by default as it is the one
needing no other deps. -pulse takes in everything and the kitchen sink,
but users having audio/pulseaudio installed already might not care much. 

Is it OK?
