Yes. It's part of the gcc port

Not really. It wasn't usable on all architectures we care about and
as long as gcc/8 was still in use, gcc/11 wasn't available for other
ports we package.

Btw, it's been renamed to gfortran that gcc/15 is available on all
architectures
