I'd like to update both devel/intellij and devel/pycharm to 2025.3.1

Due to license changing [1] I've switched to artifacts from GitHub. They are
Apache 2 licensed and hasn't got trial window. So, it is pure community
edition.

Dissadvantages that some plugins are missed: jupyter and LLM-codegen mostly.
Probably it can be isntalled via Marketplace, haven't tested.

But on my usecase (java and scala) it works like before.

Pycharm is lightly tested. It starts and seems to work.

IDEA is tested with scala and java programming, works as usual.

Due to huge diff size I've attached both diffs as .gz.

Any one willing to test or OK it?
