Hi,

this updates libmemcached to latest, while there:
 * old upstream stopped long ago, new development moved to GitHub
 * build switched to cmake
 * ensured tests can be run
 * dependencies still build (tested a few, hydra, sogo,
freeradius,-memcached)

while there, dropping MAINTAINER, as it was dependency of sogo, which I
don't use anymore.

comments, test reports etc. welcome.
