We're not going to be able to add it as a dependency, otherwise there
is a circular dep between web2 and web2-module-monitoring.

(I think this also explains why 'make plist' stripped off the directory
entries from pkg/PLIST in web2-module-monitoring, because it was
factoring out dirs from its own PLIST, which I think you must have had
to re-add manually?)

I've committed this with a few tweaks and a note for current.html to
go into upgrade notes about web2-module-monitoring.
