I didn't take a closer look yet but it seems that river only changed to
zig 0.16 with their release 0.4.4?

I don't know if river 0.4.1 builds with zig 0.15 *and* zig 0.16 (which is the
version in -current ports), but if it doesn't, and just in case you are working
on this with 7.9-stable: For work on new ports, you need to run -current.
