Hi,

This adds a port for SIMDe (SIMD Everywhere) v0.8.2, a header-only
library providing implementations of SIMD intrinsics (SSE, AVX, NEON,
etc.) for platforms that don't natively support them.

It is required as a build dependency for multimedia/obs-studio.
