Diff below.

Built and tested on OpenBSD 7.9 GENERIC#399 amd64.  Seems stable.

On top of some new features, 1.10.x:
- fixes a use-after-free crash in capabilities handling
- new saslplainauth module (builds with no extra dependencies) accounts for the PLIST addition.
