keactrl is still looking for the configuration file in /usr/local/etc:

Here's an updated patch for the relevant file to fix it. This replaces patch-src_bin_keactrl_meson_build. (Untested; this stuff takes a couple of hours to build on my system, but I'm confident it will work.)
