update of lang/v port for the latest version 0.4.7.

- update Makefile, distinfo and pkg/PLIST for this version
- remove patch to fix issue#21119 (merged upstream)

Build OK on current/amd64. Some tests fail (as in the previous version), need more analysis and debug.

Tests welcome and please commit if OK.
