update for sysutils/glances (system monitoring tool in Python) to the latest version 4.3.1

- update Makefile:
  * define MODPY_PYTEST_ARGS to run test
  * update RDEP
 
- update patches
- update pkg/PLIST (make fake / update-plist)

Build and tests OK on current/amd64 with Python 3.12.9.

The Web interface for Glances is not supported (Python package FastAPI needed).

Tests welcome and please commit if OK.
