proposal to import devel/ruff, an extremely fast Python linter and code formatter, written in Rust ; developed by the Astral-sh team, the same as for devel/uv.

- Create initial for version 0.14.1
- Build OK on current/amd64 with Rust 1.90.0.
- Some test fails with 'make test' but all tests are OK with 'ruff check ${WRKOBJDIR}/ruff-0.14.1/ruff-0.14.1/crates/ruff_linter/resources/test/fixtures/'

Tests welcome and please commit if OK.
