proposal to import a new port devel/py-test-instafail, a pytest plugin to show failures instantly.

This pytest plugin is needed to update sysutils/py-psutil port for the version 7.1.0

- Create initial port for version 0.5.0.
- Build and tests OK with Python 3.12.11
