generally yes, but check that goldendict-ng is happy as it has a
vendored version; either switch to use this as a dep, or make sure the
following two things work:

1. building goldendict-ng with this installed
2. "make configure" with tomlplusplus installed, then pkg_delete
tomlplusplus, then build goldendict-ng
