I think it's because the custom do-configure doesn't include the
default environment. See below.

It'll take some time for me to test this, but I'd expect this to work:

  	cd ${WRKSRC} && env -i ${MAKE_ENV} ${LOCALBASE}/bin/qmake-qt5 \
