no, swig is unrelated to that, just needs bumps for the subpkgs using
swig-generated bindings

please drop REVISION-php, there is no -php in MULTI_PACKAGES, it was
removed ages ago (I've just rm'd the stray pkg/*-php files)

had that not been the case, with this change...

...it would have gone from

i.e. revision going backwards
