As usual, I'll be importing 4.0 once the actual release is out. Here's
the alpha-1 in case anyone wants to test this.

Regress tests pass on amd64 (tested with ibt), arm64 (tested without bti),
and sparc64. Some of the quic tests seem a bit flaky.

Since it's a major release, there's going to be tons of breakage. This
gives some hints on what they know they broke this time around:
