FYI is a command line utility to send desktop notifications to the user via a
notification daemon implementing XDG desktop notifications.

I propose to put it in "misc wayland x11".

Putting it in devel (analogous to notify-send, which comes as part of
devel/libnotify) wouldn't make much sense, I suppose.
