given that pyproject.toml has version 0.4.0 and 0.3.0, 0.2.1, 0.2.0
existed over the past year, I think it makes sense to set

MODPY_DISTV=	0.4.0
DISTNAME=	rrdp-tools-${MODPY_DISTV}pre0

+ regen plist. This way we can bump to 0.4.0 if that is tagged/released
or update to 0.5.0 if that should happen.
