This updates to the latest release of PostgreSQL (the 18.5 release was
skipped). Release announcement at

A whole bunch of security issues, so if someone could take care of
-stable after I commit, I would appreciate it.

Tested on amd64. I plan on committing in a couple days unless I hear
objections.
