Unfortunately I missed the draft cad/librnd from the initial email
below, so attach it now.
I have also fixed duplicate WANTLIB entries and added compilation
options to librnd, sch-rnd pcb-rnd and camv-rnd to compile their many
import-export options as plugins rather than static built-ins.
