New: lzdoom - a ZDoom engine with better performance on lower end machines (and fewer bugs)

Hi,

I'm proposing this port as an addition to the Doom engine ports. It is
most comparable to games/gzdoom, but has a focus on running better on
lower spec and/or older hardware. This seems to be mainly by sticking
to OpenGL 2.1, but it also has a Vulkan backend.

What's most interesting to me is that the engine doesn't have the bugs
that I've observed in some commercial id Tech 1 games with both gzdoom
and uzdoom (the latter not in ports at this point). I've been able to
play almost the whole catalogue of commercial GZDoom games without the
segfaults in gzdoom from ports.

I'm happy to take MAINTAINER, CC'ing Timo who maintains gzdoom...

ok?
